I dont know how states can tell people what to wear or not....

I imagine that this amendment would not be telling people what they can and can't do so much, as advising them that their behaviour contravenes the present rulings on such things as obscenity and public indecency.

I think by illegalizing it, it would become some kind of silly symbol of rebellion. I think they should just allow it until people realize how stupid they were to do it in the first place.
