I canæt find any proof that Napoleon said that.
But Gen. Edward S. Godfrey (1843-1932) once said "Fire is everything, the rest is nothing."
According to him fire discipline, the ability to control and direct deliberate, accurate, aimed fire, will decide every battle.
He was a was a member of the Board which devised drill regulations for Infantry, Artillery and Cavalry for the Army.
