The Army will soon begin a new policy of allowing a soldier to seek counseling for substance abuse without automatically notifying his or her commander about the problem, a deputy Army surgeon general testified Wednesday.
The effort, which Maj. Gen. David Rubenstein characterized as a pilot program, aims to encourage more soldiers to seek help. The policy would allow soldiers to seek initial education about their problem, then a substance-abuse counselor would decide whether a commander should be notified, Rubenstein said. Currently, commanders are automatically notified when a soldier seeks counseling for substance abuse.
