UNITED NATIONS (Reuters) - U.N. Secretary-General Kofi Annan put a brave face on Saturday on modest reforms to the work of the United Nations, but U.S. Secretary of State Condoleezza Rice said the world body needed nothing short of a revolution to become a real force in the 21st century.
