mis-remembered the quote. It was closer to:

"A nation that separates its scholars from its warriors will have its laws made by cowards and its wars fought by fools."

Still, the essence is the same: in the successful state, all should study and all must serve.

The quote comes in several different versions since it's probably translated from old Greek, but it should mean the same.
