pretty sure this is ancient Greek. Can anyone ID the speaker? Thanks

mis-remembered the quote. It was closer to:

"A nation that separates its scholars from its warriors will have its laws made by cowards and its wars fought by fools."

Still, the essence is the same: in the successful state, all should study and all must serve.
