My question is why the Flanker shouldn't have the upgraded Fulcrums be finished first and delivered by now? This order for Fulcrums upgrades, new SMT Fulcrums, Yal-130 advance trainers, T-90 tanks, maybe a missile boats or Frigates I can't remember, seems to be taking a long time. Can't fighters be upgraded faster then new ones produced? Unless the Flankers weren't new?
