Al-Qaeda has rebuilt some of its pre-9/11 forces from hiding places in Pakistan, and Iran leads the world in support for terrorism, the Bush administration said.
The overall number of attacks fell in 2007 from the year before, the State Department said in its annual terrorism report. More than 22,000 people were killed by terrorists in 2007, 8% more than in 2006.
State counterterrorism coordinator Dell Dailey said al-Qaeda is still weaker than it was before 9/11. He said a truce in Pakistan allowed al-Qaeda greater mobility there.
The report said Iran is the world's "most active" state sponsor of terrorism for supporting terrorists in the Palestinian territories, Afghanistan and Iraq, where Iran's Revolutionary Guards gives weapons and training to militants.
"In this way, Iranian ... forces have been responsible for attacks on coalition forces," Dailey said.
