An interesting report.
But, it does not address the problems created in Afghanistan by Taliban groups holing up in western Pakistan, often supported by the Pakistani intelligence service.
This Loya Jirga is also something not well reported in our western Lame Street Media. It is probably the closest thing to democracy the Afghans understand - a gathering of tribal leaders to discuss things effecting all of them. It is a prime target for the Taliban and various blogs I subscribe to on a daily basis indicate great efforts are underway to protect the attendees from a Taliban attack.
