Prime Minister Stephen Harper of Canada and Frank-Walter Steinmeier, the foreign minister of Germany, whose governments are under pressure at home to withdraw their troops from Afghanistan, made separate visits to that country and met with the president, Hamid Karzai. Mr. Karzai urged the international community to stay engaged. Mr. Steinmeier also visited the province of Kunduz, where a suicide bomber killed three German soldiers over the weekend. Mr. Steinmeier expressed concern about insecurity in Afghanistan and told reporters that the Group of 8 was calling the foreign ministers of Afghanistan and Pakistan to their talks in Germany next week.
