1917 poster info needed

I have a poster that belonged to my grandfather. He joined the military August 24,1918 at Camp Shelby, MS. He was assigned to Co. D, 152 Inf. I am looking for information on this poster.

Does not look to be a poster. It seems to be a certificate. It is not a discharge document.

It is a WW1 service recognition poster (unfortunately I can't tell you much more about it) however the text on it is from Woodrow Wilson's state of the union address.

It is a relatively rare document so look after it.
 
I have yet to find any information on the item anywhere on the web. I can't find a pic of another one. I need to value it for insurance purposes.
