Operation Neptune was the code name for the Naval operations within Overlord

Indeed Neptune was the answer I was looking for.

Yes it was also the name for naval operations leading up to D-Day but for a short period of time in September 1943 it superseeded Overlord.

COSSAC was an acronym for Chief of Staff to the Supreme Allied Commander not an actual operation.
