It is flagship of the Northern Fleet. I heard a few of Northern ships were sent to Vladivostok to reinforce Pacific Ocean Fleet (Putin is worried about Korea situation). Maybe Tsar Peter is over there too.

Fortunately, Putin ain't commander-in-chief of the Northern fleet.
The 099 is coming to Vladivostok to take part in joint exhibition exercises on the event of the 250th anniversary of Vladivostok.
