In some cases authorized to wear the (from the start) Airborne Tshirt.
If I don´t missread the uniforms they are from the Kaliningrad regiment.

I however suspect you are right about this being a PR stunt.
They look like whores in uniform. IMO.

I can confirm this WAS the case for service women in all three branches of the ADF if approved by a ADF doctor - the surgery, like all surgery for ADF members is free. However, after complaints this particular surgical procedure was removed from the free list (I think in 2007).
