I think the reason why they took so damned long decide what to do about that RoKS Cheonan incident was probably because they didn't expect such high casualties in that attack. Previously they would be pretty vocal about "smashing the puppets of the evil Americans" but this time it was different.
Hopefully the next time they try to pull that sh1t off our guys will just sink all enemy vessels within range.
The bottom line is, North Korea is VERY much afraid of going to war. They practically know that if it comes down to that, they are finished.

partially I agree with you - some might also term Hitler and his Nazis as looney's - despite the issue of Hitler and many in his gang having been a mad genius.
In contra, I believe that as long as the threat of war can be played by Kim - his position is save as ever. His prey and pawn is South-Korea. He and his gang are certainly not in illusion in regards to surviving an outright war towards the USA or China - so the threat towards Seoul needs to be nourished - "smashing the puppets of the evil Americans".

As such the sinking of a RoKS Cheonan is just perfect for the job - maybe more such incidents are needed to keep him firmly in power and "exercises" provide the continued feeding for such "incidents".

I firmly believe that Kim want's peace - he dreams every night of being acknowledged by the USA, so as to continue on his elaborate livestyle - since the US and many other countries are openly not in his favor and as such threaten his future pensionist livestyle - how can the poor man secure his and his families future?

So to me - either smash the bugger once and for all (would include Chinas consent - and China's ability to form the new DPRK government - such as that of the USA in Iraq) or open the borders bring in money and prosperity and most likely an internal revolution will end his reign anyway.

But playing exercises - and lashing back at him with his own favoured rethorics, IMHO is not going to change anything to the better.

RoKS Cheonan's sinking was odd in that usually when there is any sort of engagement between North and South Korea, South Korea usually wins pretty decisively.
North Korea's biggest weapon is also garnering the sympathy of South Koreans with the hopes that they will vote for a candidate that is more open and sympathetic towards North Korea as was the case with the two previous presidents in South Korea. Incidents like the RoKS Cheonan actually hurt them more than anything else.
With a South Korea friendly to North Korea, North Korea's safety and survival is practically guaranteed.

I never disputed that exersises are a necessity - it is the timing and location that I question.

Also I believe that you might have missunderstood my previous post - sorry for not having been being clearer on the matter.

The Dear Leader is not interested in a friendly Seoul at all - neither was East-Germany interested in a friendly West-Germany or obtaining its sympathy. In order for these regimes to survive they need an enemy - they need to point out the imminent and horrible dangers posed by a South Korea in order to keep their people suppressed and as such keep their power. A friendly Korea would ultimatley result in his demise from power - a friendly Seoul will lead to a unfication process and one unified country would only have one Dear Leader and that Leader wouldn't be him.

But a friendly USA and EU would provide the financial assets for him to stay in power and still suppress his population. A Seoul doesn't have the $$ to make him and his people happy whilst being seperated.

So Dear Kim is IMHO a looney - since he dreams of obtaining financial and political acknowledgement by the USA, China and the EU that would allow him to stay in power - whilst at the same time building up his country and suppressing his people.

Imagine a Hitler being given many many $$ and political acknowledgement by the USA and the rest of the world in 1938 - he would have still attacked Poland but not the West, (Which he didn't anyway since the others declared war on him) and would have taken his sweet time to build up his Greater Germany in order to wrestle it out with Stalin.

Kim is nothing else - forget about the term communism - his Stalin is primarily Seoul - and he want's the "Kim Dynasty" (Not communism) to rule a united Korea.

So to me he is a genuine loony far more then a genious.

Many of his decisions are made to weaken the current administration under Lee Myung-bak who is not pro-North Korea.
