I've been watching this rather inane thread since it was first posted and I'm sick of it already, doesn't anyone do any research at all, before asking or answering these stupid questions. I thought that someone would have jumped on the answer straight away.

Do you really want the honest answer? Well here it is,...

"Because that is the amount that the recipients were willing to settle for"

....and also in their respective countries it probably has about the same purchasing power anyway.
