Undoubtly true, also you have to factor in rampant inflation coupled with the devaluation of the currency, the loss of the middle class, slave labor taking many of the jobs that would have otherwise gone to free citizens, and a myriad of other factors. The Roman Empire was an extremely complex organism and no one factor was enough to bring it down. You have to look at all the various disunities together and how they empacted upon government and society. Then a clear picture comes into view of the causes that brought the Western Empire down in AD 476.
