I guessed so, and it makes sense.

OTOH, since when exists the phrase "obligated to" in English? I had always assumed it should be "obliged to", but am doubting now (as a foreigner with rather marginal knowledge of English).

Yes you are right regarding this case, I stated many months ago on this forum that if the actions of the Bush administration regarding torture were treated as the US would treat them if enacted by a foreign government against them, they would have quite rightly been the subject of a series of war crimes trials.

We all know that many things happen in time of war that we are less than proud of, in the past these things were able to be concealed by the victors and went largely unpunished, however today's modern communications and the advent of things like cameras in mobile phones make the man in the street aware of what is going on thousands of miles away in a split second. The old days are gone.

In my opinion, the questionable behaviour of the previous administration and in particular the NeoCons lost the battle for world wide acceptance for our cause, before it even got off the ground.
 
NeoCons are crazy. Period.
Indeed there is precedence that states that the United States views waterboarding as an act of torture. You cannot change that after sending a bunch of foreign dudes into the slammer for it.
More than the "torture" itself it's the hypocracy that sickens me. Using words like "cowardly" "dispicable" etc. like machine gun fire on every action the enemy takes... it comes around and hits you in the ass pretty hard.
