What did I say about being stuck in fast setting cement, and paying US$55 /month?

I am assuming you are in a rural part of Aussie or a long way from your exchange?

On a bad day I get down to around 1000kb download most of which is exchange congestion and crappy networks but my upload never varies from the 700kb range (670-770kb).
