Why not just arm yourself with plentiful nuclear missile silos and completely disband your army?

How would a nuclear nation respond to terrorist threats then? You need some sort of an army to respond to small groups of insurgents. The nuclear states are also home to some of the largest armies in the world, there's a reason for that. They can afford military expenditures that allow a nuclear arsenal to back up the power of the country as well as make them deterred from attack by another country.

Very good point.

Plus remember, you can't just nuke in every situation. The bad guys will know this, so they might do a series of smaller offenses again and again. Are you willing to end your own country because a few minor offenses? Responding with violence with one thing, but it needs to be controlled and measured.
