I would say he is not the most pro-military President America has ever had. Found this link that gives a breakdown of what he has done for/against the military since being in office:

If you want to compare administrations, check how Iraq Veterans are treated currently, were treated through the last 8 yrs, and what has changed.

To early to tell, really. I'd say that he'll have to go a long way to screw over the military like Jimmy "I build Crack Houses now" Carter did.
