They can, but they're usually picked out really quickly as they're not exactly bright enough to take a different approach to whatever got them banned in the first place.

knight01 was banned because he ignored repeated PMs and refused to improve his language. He decided to leave on his own becuase he wasn't happy with some things here. His parting post is what earned him his permanent ban. That post can be viewed right here in the Hall of Shame.
