The state has created a new commission to study the effects of war on returning service members from Massachusetts. The state also is establishing a mental health treatment program for Massachusetts National Guard members and a program to help first-responders recognize the early warning signs of post-traumatic stress disorder. A study released this week by the RAND Corp. estimates that 300,000 US troops are suffering from depression or post-traumatic stress from serving in Iraq and Afghanistan.
