Let me guess, he's a European monarch/high ranking officer from the late 1700's to early 1800's, probably from France or England.

I am going to have to agree with Fox on this one, Admiral Nelson, oh, who was that guy that defeated Napolean?

Yes, but red, white and blue are the colors for several nations, not just France, including one Great Britain.
