I think the Mig-31 might be the fluff or the shinny thing to draw attention away maybe a large order of Mig-29M type Fulcrums. The Mig-29M1 or the Mig-29 MRCA are the land versions of the newer designed K models for the Indian navy, I think. The Mig-35 that Russia is showing is a prototype built off of the Mig-29M2 and being teamed with a future ASEA radar. My personnel thinking is if Russia doesn't land India (taking forever) 126 aircraft bid of at least a major part of it, the new Mig-35 might die. Picking up 50 or 60 upgraded Mig-29s or even Mig-35s would be a better investment for Syria. They still wouldn't be a threat to US forces or Israel's AF don't get me wrong just money better spent. They have the aircraft already so spare part chain, maintenance, tooling, etc is in place faster turn around to train more pilots then going the Mig-31 route that's all.
