Pg. 2C

The Pentagon may delay an improved presidential helicopter built by Lockheed Martin Corp. by as long as five years to control rising costs, according to a draft budget document. The proposal would have Lockheed deliver the first VH-71 helicopter as scheduled in 2009 but push back by five years a more advanced model that was due in 2011, according to the unpublished draft. The helicopter's cost and weight have increased since Lockheed, the world's largest defense contractor by sales, won the $6.1 billion program in January 2005.
