French sports minister Jean-Francois Lamour wants Floyd Landis and other drug cheats to help the authorities expose those who supply illegal substances to sportsmen.
Landis is expected to be stripped of his 2006 Tour de France title and faces a two-year ban from cycling after the results of a B sample confirmed he had 'unusual' levels of testosterone/epitestosterone.
'The athletes who are found guilty of using these drugs have to help justice break up the network of drug dealers,' said Lamour.
Lamour is also in favour of extending the testing facilities currently available to sport's governing bodies and called for a global war on doping.
He said: 'The Landis affair proves some riders keep dedicating a lot of money to violate ethics and believe they are above the law.
'Even if it costs money, there is a strong necessity to implement a new programme so the tests, which are only carried out by a limited number of laboratories at the moment, can be capable of detecting external testosterone.
'The governments from all countries must clarify the grey area around the penal code for illegal performance-enhancing drugs in sport.'
