Poland lost its bid to be the first former Soviet bloc country to fill NATO's top military spot. The 26 defense chiefs of the Western alliance chose Italian Adm. Giampaolo Di Paola over Polish Gen. Franciszek Gagor in a secret vote in Brussels. It was the first time an officer from a former Warsaw Pact nation had been in the running to head the Military Committee.
