Okay, this is a quote that EVERYONE I know has been trying to figure out, but none of us can find it. I think that it was from a movie (not sure if it was military related or not), but this is what it is:

FIRST ACTOR: "Okay, but what does it do?"
SECOND ACTOR: "It doesn't DO anything... That's the beauty of it!"

This quote actually doesn't exist word for word. It is one of those internet red herrings that has been around for a while....and making plenty of people go mad over it. It is worded just so to make you think you have heard it before. If you think about it long enough you can actually hear the character you're thinking about say it. None-the-less, they didn't.

Ah yes, it seems like I've been coming across this question for years. Some time in the distant future the answer will be found and then the world will end. In the meantime all I can come up with is this, and I warn you it's not very close and not even a movie quote. In Gore Vidal's book Screening History, which is at least about movies, he reminisces about the time when he and his father first encountered cellophane:

'Dupont just invented this,' he said, presenting me with a glassy cylinder. We unrolled the cellophane. 'What's it for?' I asked. 'Nothing!' He spoke with a true inventor's delight.

Doubtless Vidal has repeated this many times on television, as with most of his other stories.
