Governors could order federal facilities to lower their flags to honor troops killed in action under legislation passed by the House. Representative Bart Stupak, Democrat of Michigan, said he sponsored the bill after failing to persuade President Bush to issue an executive order on the issue. The bill passed 408 to 4 and now goes to the Senate; parallel legislation has been introduced.
