Ho Chi Min was the #1 dilema that America faced. He was a national hero after his victory over the French. He was one of the most effective leaders at using terrain to his advantage in modern history. Not sure how much of it was his ideas and how much was the invention of subordinates.

Ho Chi Minh was a revolutionary, not a military leader. The NVA-strategy was created by the brilliant general Vo Nguyen Giap.
