Post; History of the Naval Uniform?

Me and my Pop were wondering what the history of the Navy Whites are? Especially things like the flap behind the neck, the neckchief, and the bell bottoms. I imagine there must be some story behind it. Anyone know?

Thx,

JUMPER FLAPS--the collar originated as a protective cover for the jacket to protect it from the grease or powder normally worn by seamen to hold hair in place.
