He's being facetious, bro. In America we often say "Confucius" quotes, like:

Confucious say rape not possible, for women run faster with dress up then men do with pants down.

He was commenting on the adage, "An enemy of my enemy is my friend." In other words, China has something up their communist sleeve - and I totally agree with him. Nothing good is meant by their offering. Leveraging being what it is and all.
