Mostly, Japan was locked into a ridulous singleminded approach. Some idiot does some research on natural resources, pulls out a map draws a big circle for "What Japan needs to become self-sufficient and control its own natural resources." That circle happened to include the Phillipines and the US controlled that. They got so focussed on their road to self-sufficiency, they didn't do what was best for their allies and ultimately it guaranteed their defeat. The rest is history.
