Is there any other info you can give us? Ill hazard a pure guess: The uniform looks like a mid-late 19th Century Officer, perhaps British judging from the collar and the fact its a double-button in the front. The odd thing is hes wearing an overcoat and that seems to throw my hypothesis off.
