I think so too.

I have also heard another version of it:

"Amateurs talk tactics, dilettantes talk strategy, and professionals
talk logistics."

I have always understood the quote to be one of those timeless things that can't be attributed to any single person, but I have also seen it rendered as "amateurs study tactics, professionals study logistics and true professional also study intelligence" (That's my MI plug for the week)
