Just guessing here, but I guess that drawing those soldiers are showing was made for the further glorie of Saddam.
I can't read what it says, so to me it doesn't proof anything. You could see it as Saddam agreeing with 9/11, but even though that's not very nice of him (understatement), it's not something illegal.
And even if that board says he was involved, it doesn't proof much. He could alway just've claimed that without really being involved, to show his people what a "great man" he is.

Yeah, wouldnt be valid during a trial in court, but - hey people should not cover up their ears following overlegalistic reasonings.
