Why if he wanted to join in the war against Germany, would he allow Japan to attack them ?
After all, the treaty between Japan and Germany only stated that they would come to each others aid if they were attacked by someone, not if
they attacked someone,
Japan didn't aid Germany when they attacked the Soviet Union, so why would anything think that Germany would come to Japans aid
