Its going to be close.
One one hand, India already has older French fighters (Mirage) so adapting the Rafale would be easier as a lot of the Air Force infrastructure stays the same.
The Rafale also has more combat experience.
On the other hand, the Rafale tends to be more expensive. The higher price point has cost Dessault other contracts in other countries.
