I'd say any threat of violence makes for a civil society. I know that lawyers keep me civil. That's just the way the world is now. Violence is delegated.
I'd like to see what would have happened had the mugger also been armed with a gun.
And I don't necessarily think an armed society is always more civil. Ghettos tend to be armed to the teeth and "civil" is not one of the things I'd call those places.
Law and enforcement keep people civil.
Arming the populace for security sake is to stop the crazy ones who have nothing to lose.
