The question I'd have is what effect would it have on the morale and efficiency of units in combat. Any distraction is bad. Focus is the key to keeping alive and a new policy like this would certainly be a distraction.

True, but what I said has been also said by people who have experianced it, including people right here on this forum. So it isnt without basis.
I would ask those people who have been in combat, when your very survival was on the line, how many times as it happened that you thought "is the person next to me check out my as*? While in the midst of a firefight? Its true I have never been combat, but even I think I can take a reasonable guess of what the answer is.
Also remember the Obama isnt just a politican, he is also the Commander and Chief. Obama could simple issue a executive order, and that would be that.
