Nation building was indeed one of them, the rest were:

- Send in the navies
- Kill them
- Allow arms on merchant vessels
- Hire mercenaries either onboard or as company
- Sink the mother ships
- Form convoys
- Do never pay ransom
- Pounce the sources, aka attack Somalia
