Kind of works both ways, doesn't it? Just depends on what scares you.
You can just as easily manipulate the people who are easily driven by saying "Bush will eat your babies if he's re-elected" as you can by saying that we do in fact face a real threat from foreign terrorism in this nation and need to adjust certain aspects of our lives in consequence, the only difference is which one is true.
