Sorry but in the USA The US Supreme Court as ruled through Case Law that Law Enforcement does not have any obligation to protect the citizenry that it serves.
Both DeShaney v. Winnebago County and Castle Rock v. Gonzales have shown that the Government in no way believes that it has any obligation to protect citizenry.
