It's most likely a nonsworn civilian position 13th. The problem with alot of em is they start thinkin they are the police and not phone and radio operators.
They forget that their job is to take the call and dispatch units, EMS , fire or whatever is needed and collect information.
I've actually had a couple try to tell me how to handle calls before. Didn't work out well for em.
