I believe that the primary point was not "China never did anything for Taiwan". That would be silly. It was more that Taiwan has/had a separate and distinct culture from China since ancient times. Helping the development of another country doesn't make it part of yours. Neither does conquest, as we can clearly see after the fall of the Roman Empire.
