hahahahahahahaha, yea go outside the chain aka "Equal Op Rep" and your setting yourself up for a headache you really dont want. The military has strict guidelines on the propper way of submitting things like this which can be devistating to a persons career when its not prooved.

With enough issues I plan to submit a petition to the Department of the Army to request a policy against harassment. Please understand that I am not speaking of harassment in the sexual nature there is already a policy for that. I am speaking of constant harassment that no one cares to stand up for.
