I dare say this article is a great boon for the Air Force. They want the F-22, pretty much everyone else from the President to Congress to the average joe on the street wants the Air Force to put the money into buying the Lightning II. Here we have a potential/current enemy who is using a fighter that is still one tough nut to crack, the F-15 has a pretty good chance against the F-14, but why risk that when you can use your ace in the hole, the Raptor, and take them out with a probability of success near 1 and the probability of losing more than two aircraft is close to 0. Not only is the Raptor actually in production right now, vs. 2012 for the Lightning II, but in the hands of a qualified pilot (which I would hope all pilots in the USAF are) it could swat several Tomcats out of the sky like they were so many flies on my windshield.

As for the smart bomb, see the above statement. The Iranians would need to be able to get their planes off the ground and get within a couple miles of their target to do any damage with their newest toy, if their target is a United States possession I am fairly certain they won't get all that close.
