True, It is disgusting, but one mishandled or mislaid nuke and there may well be no wall, nor several square miles of city to go around it.

The liquid appears to be clear and is described as being oily. It seems that it is only along the lower parts of the wall, generally I would say that it is not part of a planned attack on the wall but more likely that it was a crime of opportunity. If real damage was meant to be done there are so many other things that could have been used, Xxxx acid, paint, animal blood, .. you name it.

A wash with gentle detergent and warm water will probably remove all traces, except perhaps where it has soaked into the concrete. that could be treated with talc then water blasting.
