That means that said firearms are going to be destroyed because the original owner is dead and New Zealand firearms doesn't allow them to be passed down through a well or legal contract. The lady that sold them could not keep them because she did not have a E-class license.

"under the hammer" means the collection is going up for auction. sorry, maybe i should have explained it better....but i did think the article it'sself explained that clearly enough
