Just for the record Spains Legion is made up of Spanish citizens. It's refered to as a Foreign Legion because it is the primary deployable force of their ground forces. Which means they are first to be sent outside Spain.
As far as recruiting foreign nationals outside the CONUS. Maybe. I just wonder how you'd do a background check in say El Salvador.
